The CLJ Legal Network Sdn Bhd (192353 V) (CLJLN) is an independent fully Malaysian owned online legal publishing company. Legal Network provides a boutique service to legal researchers interested in Malaysian law. We are proactive supporters of Internet Technology for legal research. We believe that our independence and size allows us to push the limits in legal publishing in terms of low cost and quality service.

CLJLN provides an Internet publishing service that gives subscribers access to databases of legal information at a very low cost. The databases includes cases, articles, practice notes, forms and legislation. The databases can be searched electronically.

CLJ Law (www.cljlaw.com) was launched in 1997 to provide up to date information on Malaysian Law. It carries a complete collection of Malaysian legislation and case laws from the courts, procedures, directories and other legal information. We understand the value of staying ahead of the rest and aim for the best quality in content and service. Users can expect emails answered within a reasonable time no matter when they are sent and phone assistance during Malaysian office hours.

Now, using CLJ Law legal researchers can query entire libraries in minutes — with results that are far more accurate, comprehensive, and less time-consuming than manual book research. Your law practice will benefit from both time and cost savings.

Subscribers can select from all Current Law journal (CLJ) publications as well as all other cases not previously published by CLJ. We have the only library of this magnitude in Malaysia. Judgments go back to 1894 and our aim is to have the largest database of Malaysian judgments. CLJLN publishes every case sent to us by the courts (so long as it is received in digital format) whether or not a printed version is available. Any case that is published by CLJ has the same head notes and catchwords as in the printed version. In addition such cases are available to subscribers for printing in the same format (PDF files) as the printed version at no extra cost. If a case is missing and we have the hard copy we will fax it to a subscriber upon request (there may be some minimal charge to cover the cost of the fax time depending on the location of the subscriber). CLJ Law is the only legal site to offer subscribers a complete legal library that can be used in court.

CLJ Malaysia Publications

All Current Law Journal (CLJ) and Supplementary series (CLJSupp) - judgments from the High Court, Court of Appeal and Federal Court of Malaysia reported in CLJ printed publications from 1981 to date.

This translates to savings equivalent to RM50,000.00 which is the cost of purchasing a full set of hard copy journals.

The Industrial Law Reports (ILR) - awards issued by the Industrial Courts of Malaysia and selected High Court and Appellate decisions on related cases from 1980 to date.

Laporan Syariah/Syariah Reports (CLJ(Sya)) – reported decisions from the Syariah Courts in Malaysia from 2004 to 2015.

All case laws are printable in pdf format in an identical layout as appears in CLJ publications. This allows subscribers to see and use page numbers and paragraph letterings as if they had a printed copy of the reported judgment. In addition, the page break feature in the pdf version enables printing of selected pages.

Legal Network Series (LNS)

This series consist of cases that have not been published by CLJ. A large collection of unreported cases from 1894 to present day are available.

Legislation

Malaysian Principal Legislation
This consists of all Federal Numbered Acts from Act 1 to date. There are over 800 such enactments. Any new enactments are added to our database and made available online as soon as we have them in electronic form. All legislation are consolidated - i.e. amendments are incorporated into the Acts soon after they come into force. Changes are noted on the Principals Acts. In 2002, we began working on versioning certain key Acts so that subscribers are able to see the Act as it was at a specified date.

Malaysian Subsidiary Legislation
This consists of all PUAs from 1952 onwards. Amendments to subsidiary legislation are also available. CLJ Law will add more additional Rules and Regulations, as they become available in future. List of other PUs and PUBs are also available.

Malaysian Amending Acts
Amending Acts from Act A1 are available in full text.

Malaysian State Legislation
This consists of State Enactments from 13 states including the East Malaysian States of Sabah and Sarawak.

Malaysian Bills
The current year's Bills of Parliament are available. These include Bills of Principal and Amending Acts given their first reading in the Malaysian Federal Parliament. A link to Hansard for selected Bills is also provided so that you may follow the debates.

Malaysian Treaties
This database has over 100 Multilateral Treaties and Conventions to which Malaysia is a part or full signatory to in full text.

Legislative Forms
This is a database of forms taken from the Schedules of Principal Acts, Rules and Regulations that can be browsed or searched by subscribers. The forms are available as editable files using a word processing program.

Articles

This is a searchable and browseable database of articles as appearing in CLJ publications and the LNS article series. The articles are arranged by year, title, subject, and author. The articles are of a high quality on contemporary legal topics.

Practice Notes/Directions

This is a searchable and browseable database of Practice Notes and Directions from the superior courts from 1945 to date. The database is searchable by year or issue, word/phrase, place of issue and title.

Words & Phrases

This database is a collection of all the CLJ published cases where the head note contains the Catchword "Words and Phrases". The data consists of over 500 words / phrases with short judicial interpretations. The descriptions are linked to the judgments for fuller research.

The search engine is linked to software that creates a database out of text. Some of the text is further arranged into fields (e.g. name of court) so that searching can be limited to and by these fields. It is this database that allows the data to be searched. Case law, legislation, practice notes, forms and articles are fully indexed by the search engine. Electronic indexing means that each and every word in a judgment or legislation can be found through the search engine. In addition, the indexing means that free text searches (on words or phrases) as well as searches on fields (e.g. date, subject headings, etc.) is possible.

The detailed search program allows you to search the data for any occurrence of any word or phrase, in the entire text or in any field or combination of fields. The number and type of fields depend on the database content and structure.

Comprehensive soft linking in the cases allows intelligent results to be found by a search. Soft linking means that a search using a common name for a case will also find the case where it has been referred to by its correct citation. It also provides the most accurate way of searching for a section of legislation in the text of the cases.

Soft linking links the case database to itself as well as to the legislation database. In the text of a case, any reference to another case or legislation elsewhere in the CLJ Law databases will be linked.

Case Searches

Search Fields - word/phrase, Case Name, CLJ Citation, court judge, counsel, judgment date, subject heading/keywords, legislation title

The free text search field allows searches for a particular word or phrase used in the judgments and head notes (where head notes exist).

Searches can be done using one or any combination of these fields. This allows the search to be as narrow or wide as you wish.

Search Results - The number of cases found, Case Name, Court, Date of Judgment, Citation (if reported)

The Results are ranked in order by the Court giving the judgment.

The Case Names are hypertext linked to the text of the case, there are additional links directly to the headnotes and catchwords of the case and the context of the search string. Each occurrence of the search term (or terms) is highlighted in the text. Users can print out the entire text or copy it to their PC.

Legislation Searches

Search Fields - Free Text and Advanced

The free text search field allows searches for a particular word or phrase used in the legislation and search within one or more Acts or search within a section of one or more Acts. Advanced searching allows a user to find and search all Acts within subject area/s.

You can also browse the legislation by clicking on the title of the Act and locating a section as listed in the Arrangement of Section of the Act. Each section in this index is hyper linked to the text of the section. You can move to the next and previous section from the text of each section.

Search Results - a total count of the sections with the search word or phrase, the number of the section, the name of the section and the name of the legislation. The search results will be ordered alphabetically by the name of the legislation. The name of the section is hyper-linked to the text of the section. Each occurrence of the word or phrase is highlighted in the text of the legislation.

All sections are displayed in context of the previous and subsequent sections.

The databases and search engine are housed on a powerful Green web server.

There is on-line assistance with all the features available at CLJ Law. There is a specific User Guide for using the search engine and for electronic searching generally. A tutorial is available that takes you through all the steps of an actual search.

All the staff at CLJLN are willing to assist you to learn how to search our legal databases and speedily locate the file you are looking for. The CLJLN team may be contacted by email, fax or phone for help. In many cases we can organize a training session for you or your organization - especially if large groups in KL are involved.

We believe that if a new subscriber who has no search experience uses the database regularly they will be doing expert searches within a few hours of using our search engine. We have tried to make it simple and flexible for accurate results.

Under "Privacy," click the Content settings button.
Scroll up or down.
Under "Pop-ups," select Do not allow any site to show pop-ups (recommended) or Allow all sites to show pop-ups.

Block or allow pop-ups in Internet Explorer (IE)

On the Tools menu

To configure the Pop-up Blocker on the Tools menu, follow these steps:
Click Start, point to All Programs, and then click Internet Explorer.
On the Tools menu, point to Pop-up Blocker, and then click Turn On Pop-up Blocker to turn on the Pop-up Blocker,
or click Turn Off Pop-up Blocker to turn off the Pop-up Blocker.

From Internet Options

To configure the Pop-up Blocker from Internet Options, follow these steps:
Click Start, point to All Programs, and then click Internet Explorer.
On the Tools menu, click Internet Options.
Click the Privacy tab, and then select the Block pop-ups check box to turn on the Pop-up Blocker, or clear the Block pop-ups check box to turn off the Pop-up Blocker.
Click Apply, and then click OK.
